yes but you can only buy in transfer window . it means option to buy once he has playe 20 games not you have to buy.

{Ed001's Note - you can complete a loan to buy outside of the transfer window. I mean if the player is already on loan, you can complete the buy to make it a permanent deal outside of a transfer window.}
