I’m guessing Meslier knows Chelsea are very unlikely to make him no1, and that his reported response is just a way of saying no to them without potentially burning bridges for the future, and also flagging to any other club that might be interested in him that he’s open to offers but doesn’t want to be a benchwarmer.

Agreed clue, it reads very much like a scripted agency written statement. I’m here come get me kind of sketch.
The lad has big potential, but I think he thinks he’s better than he is right now!
He’s another that regressed over our premier league tenure.
Good luck to him but he’s never getting first team spot at any top 10 side, he needs to go France Spain or Germany for that or even go Saudi.
